Joint press statement by VDZ, ARD and ZDF

Yesterday in Berlin, VDZ President Prof Dr Hubert Burda, ARD Chairman Fritz Raff and ZDF Director-General Markus Schächter met for an exchange of views on the internet activities of ARD and ZDF.

The meeting took place in an open and constructive atmosphere. ARD and ZDF explained their understanding of the dynamic functional mandate for their online offerings. At the same time, they set out their intention to introduce time-staggered limits on the availability of their online content as part of a concept justified on journalistic grounds.

Prof Burda reaffirmed that the licence-fee-financed online activities of public-service broadcasting must not lead to restrictions on private press offerings on the web. He also stated that, from the magazine publishers’ point of view, more extensive restrictions on ARD and ZDF’s online offerings were necessary to preserve a diverse press. However, Prof Burda expressly welcomed the considerations concerning a concept of time-staggered offerings as a constructive step.

It was agreed to continue the exchange of ideas within the framework of a round table.
