The tool was developed by Ariel Shamir and his team. The Israeli professor teaches at the Efi Arazi School of Computer Science. This also explains why Shamir twists the candleholder arms of a menorah in his example. On the side, he also works for Disney Research, among others, and likes developing tools such as 3-Sweep. On the faculty website you can get an overview of the work so far. Incidentally, 3-Sweep was submitted to Siggraph Asia 2013.
